Bill has lived in Kettering all his life and is married with two daughters. Having started his working life in engineering, Bill worked in the food industry for many years before working with his wife running the Queen of Hearts Nursery School on Rockingham Road Kettering.

First elected as a County Councillor in June 2001, representing the Kettering Wicksteed Division, he was elected as the County Councillor representing the Kettering Division of Brambleside in May 2005 and retained the seat in 2009 (renamed Brambleside and All Saints). A boundary review significantly increased the size of the Division which was renamed Clover Hill which Bill won in 2013.

Bill served on the Cabinet of Northamptonshire County Council  from May 2005 until March 2018, serving as the Cabinet member for Finance and then Adult Social Services.

Between 2001 and April 2005 Bill was a member of the finance and Scrutiny Committee, the Personnel Committee and Constitution Working Group.
