Bill has lived in Kettering all his life and is married with two daughters. He worked in the food industry for many years but now works with his wife, Valerie running the Queen of Hearts Nursery on Rockingham Road, Kettering.
First elected as a County Councillor in June 2001, representing the Kettering Wicksteed division, he was elected as the County Councillor representing the division of Kettering Brambleside in May 2005. As a County Councillor, Bill is the Cabinet Member with responsibility for Finance which he believes is one of the most important areas of the Council and sees his Cabinet role very much as ensuring that service areas work within their agreed budgets and that the residents of Northamptonshire see value for money.
Between 2001 and April 2005, Bill was a member of the Finance & Scrutiny Committee, the Personnel Committee, and the Constitution Working Group.
