Phil is a true Northamptonian who cares deeply about his home Town and the wider County, and has been a Member of the Council since 2009. Phil is greatly honoured to serve as Chairman of the Council for 2015/16 and is relishing the opportunity as the Civic Head of the Council to represent and promote the County, both within the County and beyond, throughout the year.  As Chairman, Phil is pleased that Rev Deborah Marsh, from the Benefice that includes Hardingstone, has agreed to be his Chaplain.  Phil is a Patron of the Caring & Sharing Trust, based in Cogenhoe that he has nominated as his charity for the year.

Phil considers it a privilege to represent the people of Collingtree, Great Houghton, Hardingstone, Simpson Manor, Wootton and Wootton Fields on the County Council and works closely with the Parish Councils covering these areas. Having been born in Northampton and spent a lot of time during his informative years in Hardingstone, Phil has continued to live and work in the town.  He was educated at Cedar Road Primary, St Matthews Junior and Cherry Orchard Secondary Modern School, completing his education at Weston Favell Upper School in 1973.

Upon completing his education Phil took up a career as a Civil Servant.  When he took early retirement in 2011, Phil was working for the Health & Safety Executive at Brackmills. Phil has been involved in Conservative politics in Northampton for many years, serving in numerous roles within local Conservative Associations and Conservative Clubs.  He has also worked with several MP’s and potential MP’s as their Campaign Manager.  Recently he has been Campaign Manager for Andrea Leadsom MP in her South Northamptonshire Constituency at the 2010 and 2015 General Elections.

A staunch Eurosceptic, Phil is involved with various campaign groups, and will actively be campaigning for a NO vote in the forthcoming referendum. Phil is also a Northampton Borough Councillor, representing St George Ward from 1983 to 1995, and East Hunsbury from 1999 to date.  Throughout his time as a Councillor, Phil has taken a keen interest in Planning, Highways, Transportation, and Environmental issues. On the County Council Phil has served as Chairman of the Customer & Communities Scrutiny Committee, as Deputy Chairman of the Finance and Performance Scrutiny Committee, leading the Budget Scrutiny process, and as Chairman of the Development Control Committee.

Outside of politics, Phil, who became disabled in 2006, enjoys watching sport.  He is a keen supporter of The Saints and follower of Formula 1.  Phil also enjoys the Northamptonshire Countryside and Real Ale, especially those ales from the county’s many small breweries!
